สร้างออบเจ็กต์ WebComponentStrings สำหรับ locale. ชื่อวันในสัปดาห์ได้มาจาก Intl.DateTimeFormat (และหมุนให้ตรงกับวันแรกของ สัปดาห์ของท้องถิ่น); สตริงอื่นทั้งหมดจะคืนค่าเป็นภาษาอังกฤษ เว้นแต่จะมีให้ใน overrides.
