Função: initTooltip() ​

initTooltip(wrapper, tip, options?): TooltipHandle

Vincula mostrar/ocultar por passar o mouse/foco com atraso a um wrapper de tooltip e ao seu balão de dica. Retorna uma função de limpeza para uso em disconnectedCallback do componente web.
