`@pantoken/plugin-layouts` — layout composition records for downstream consumers.

## Example

```ts
import { toCss } from "@pantoken/css";
import { byTheme } from "@pantoken/tokens";
import { layouts } from "@pantoken/plugin-layouts";

const css = toCss(byTheme("rebrand"), { plugins: [layouts()] });
// appends all layout rules to the token sheet
```
